meteorologist christina loren. >> hey, good morning to you. yeah, everything changes. this is our last dry day. temperatures this morning are cold enough for a heavy winter coat. 51 degrees in san francisco. we'll drop off into the 30s in many cities. we're already in the 30s in gilroy and fairfield. throughout the day looking dry for the most part. we're in the thick of it, storm systems impacting the bay area all the way through wednesday of next week. let's check on your drive. good morning, mike. >> yeah, we're going to enjoy this morning's commute because of the dry roads. changes ahead as christina said. right now east shore freeway moves very smoothly with those headlights in the community direction. westbound 80 at the limit. we'll show you that is on the map. coming down toward the bay bridge off of the racetrack and richmond bridge. no problems at the maze. we do, however, have the carquinez bridge with an accident on the crockett side. it's over on the shoulder and heading north on 680 past the

benicia bridge at 780 there's another accident on the shoulder right near that transition ramp. both on the shoulder out of the freeway. no problems into or out of the north bay right now, guys. back to you. fire crews this morning at the scene of a two-alarm house fire in san francisco. this one happening at a three-story victorian home on noe street. that's where bob redell is joining us live to tell us what's going on out there. >> reporter: yes, a three-story victorian that's converted into apartment units. there are six units behind me here and you can see some of the debris that the fire department had to pull out. the fire started in the entryway. if you look up on the steps where this man in the blue is walking down, in a wall heater. it spread from there to a couple of other entryways. what's remarkable is the fire department was able to keep the flames just confined to that location. so it did not actually -- the

flames i'm talking about did not spread up, go vertical and affect the other units. what did go in the other units was a lot of smoke. so this building was charged with smoke quite some time but the fire department has cleared the building of smoke and is actually in the process, if they haven't already, letting the people who live here go back into their units. the only thing that needs to be repaired is the entryway, the common area for these people. there's 12 people who were evacuated and it was an alarm that gave them the notice, hey, there's a fire. so the alarm went off. some people had to be let out by the fire department, but everyone did get out safely and this fire was put out in about 30 minutes time. call coming in roughly around 220, 210 and the fire put out just a little before three. it did go to a second alarm. as you can see the fire department has put it out and it looks like they're rolling up their reels getting ready to pack up out of here. what's left is going to be cleanup which is the responsibility of the people or

the manager who runs this apartment home here in noe and henry right here in the castro district of san francisco. reporting live here in sf, bob redell. >> thank you, bob. it is 4:34. this morning cal berkeley police trying to figure out what killed a man whose body was found by a road in berkeley hills. he was found near grizzly peak boulevard. the man was in his 20s and was reported missing by a friend earlier that day. investigators say the exact cause of death is unclear but they do not suspect foul play. laura, this morning the prime minister of belize asking john mcafee to give himself up and surrender. police would like to talk to him about the death of his neighbor last week. mcafee claims he's being framed and refuses to turn himself in. in a phone conversation with the associated press, he explains why. >> to put myself in their hands i think is lunacy, i really do.

what i can expect is that they will do what they do, beat me soundly until i confess to a multitude of sins, including i guess the murder of jimmy hoffa, and then simply execute me. and the execution would be the preferred method. and here in belize people die in prison constantly. >> mcafee has led an eccentric life since he stoeld his stake in the tech company. neighbors say he had a testy relationship with his neighbor. this morning we are hearing from the father of sierra lamar. his first comments on the new charges filed against his daughter's accused kidnapper and killer. prosecutors charged torres in connection to three kidnappings at safeway stores in morgan hill back in 2009 unrelated to the lamar case. lamar's father hopes the new charges will move the case forward. garcia-torres still has not entered a plea. >> yeah, we're apnxious for it o

proceed. but again, we want to find sierra and find answers about that. >> investigators are still gathering leads in sierra lamar's disappearance. we have a tip number on our website, nbcbayarea.com. just search sierra lamar. the 15-year-old vanished in march. closing arguments being held in the sentencing phase of the man who killed his ex-girlfriend and her friend back in 2009. nathan burress who's defending himself taking the stand yesterday. he told jurors to simply flip a coin to determine his fate. heads would mean the death penalty, tails would be life in prison without parole. it's back to business after san francisco city hall went completely dark following a small electrical fire. firefighters say an electrical panel started smoking and activated a sprinkler system in the basement tuesday night. power was cut to many of the exterior lights, including the dome on city hall. hundreds of people were escorted

out of the building. power was fully restored last night and all businesses resuming this morning. the cause of this fire remains under investigation. it is 4:37. people in daly city preparing for the rain by cleaning up the mud. rain could come as early as today. a water line broke on tuesday morning, spilling 45,000 gallons of water, causing a massive mud slide. the neighborhood now wondering if the incoming storm could actually cause another slide. >> we are packing some things that we can just hurry up and take with us if the police decide to knock on our day again the same way they did yesterday. and then i don't know, go to a hotel or something. >> the department of water and waste management says they will work with technical experts to try to come up with a long-term mix for that mud slide area. >> tough situation out there that people in daly city and in

general wondering when is the rain going to hit? >> starting at about 5:00. good morning to you. temperatures are pretty crisp out there. you'll need to grab that jacket for the day. still not that bad and that's livermore, your extreme east bay will be the warmest. there's a storm system approaching rapidly but we are starting out nice and clear and that's the reason it's go cold out there for now. by 3:00 p.m. mostly cloudy conditions and then look at that, 5:00, 6:00, the first showers will start. showers will start from the south bay and spread to the north, which is not traditional. typically our storm systems come in from the northwest. because the system is coming from the south it is packing a lot of moisture. we'll tell you what that means for your full forecast and of course holidays just around the corner, looking kind of wet, at least for wednesday. i think we'll clear out in time for thanksgiving. let's check on your drive with mike. >> a lot of talk about before

the rain comes. we'll look at the south bay right now, dry. this is 101 at 680. show you the overview. things are fine right now. before the rain comes they'll want to adjust this. look at the maps and we'll see traffic flows nicely but the off-ramp we told you about being closed yesterday south 880 to the alameda, that is still closed. it's scheduled possibly through saturday. there's a pump there that has to be repaired so they can reduce the flooding through the area. that is in place until further notice. likely before saturday for that reopening but detours are in place heading toward downtown. a light volume here but more construction north of here but no slowing between 980 and 23rd. the american cancer society's 37th annual great american smokeout begins today. smokers are being asked not to light up for 24 hours if not forever. free lung screenings will be

available at the contra costa regional medical center. hospital officials say the service can actually detect the early onset of lung disease. a bay area startup offering ride share apps may be forced to shut down business. the california puc had cease and desist orders this year. yesterday they were fined $25,000 for illegally operating. the companies are working without proper licensing and without proper insurance. lift says it's not a taxi company so the regulations do not apply. plus they say they're following the rules. >> we have a million dollar excess liability insurance policy that covers the individuals that are using our platform. the puc for the entity that say they do regulate has a requirement of $750,000. >> lyft is appealing the fine and will plan to continue operating. have you read this yet, bay

new this morning, getting a job out of college may be getting easier. a new survey predicts employers

can do going forward. >> they have been getting a lot of help locally. it's amazing how this brings a community together. >> pg&e crews. >> a lot of the churches in the area, everybody doing what they can but it's a pretty big task to handle. here in our neck of the woods we've got two storms on the way. what i can tell you is if your trying to make your weekend plans, friday looking the worst. sunday looking just about as bad. 43 degrees to start in livermore, 45 in san jose. we're at 38 degrees in gilroy this morning and you're at 47, rather crisp this morning, down in san mateo. so as we head throughout the day today, high pressure remains in control but this guy is weakening quickly. the first of two systems arrive. this one is sneaking up for the south so we're expecting our showers to first begin in the south bay and those showers will start to spread to the north. the futurecast tells the story. we stop the clock at 8:00 a.m. by 3:00 p.m. mostly cloudy

conditions over the greater bay area. between 5:00 and 6:00 getting our first showers up from the south. look at your commute for tomorrow, it'soing to be a sloppy one. mike inouye and myself will be here to guide you through it. showers continue from 8:00 a.m. tomorrow morning all the way through 8:00 p.m. friday night. and then we get another wave of moisture, but it looks like it's not going to happen until after you're able to get outdoors. i know a lot of people have family and friends coming into town. you'll have opportunities to do so on saturday before the next colder system arrives. this one is dropping in from the northwest and it's potent. moderate rainfall coming down as you wake up sunday morning. so for today, my moral of this big story is you want to get out there and get it done today. you've been promising your dog you'd take him for a walk, today's your day to do it. once we get into this pattern, it doesn't leave us until wednesday of next week. 70 in livermore, 67 in fairfield and 66 in concord. you also want to keep in mind

information unsecured on her computer. the pentagon has suspended her security clearance. also this morning we've learned fred humphries was the fbi agent taken off the case because he sent shirtless photos of himself to jill kelley. kelley claimed she got threatening e-mails sent by broadwell. general john allen says in a letter he'll fully cooperate with the investigation. despite the probe, general petraeus, who stepped down from the cia, is scheduled to testify tomorrow on the deadly attacks in benghazi. republicans accuse united nations ambassador susan wright of misleading the public when she said protests, not terrorists, prompted that attack. >> there's a ream of evidence -- >> she should have known what the situation circumstances were.

good morning for you. it's 4:55. bp says it is close to reaching a deal with the u.s. that would settle criminal claims. while a final deal has not yet been reached. negotiations with the department of justice and other government agencies are, quote, advanced. you'll recall that explosion and fire aboard the deepwater horizon rig back in april of 2010 killed 11 workers, set off a spill which continued nearly three months. this settlement is expected to be the largest corporate criminal penalty assessed by the department of justice. right now some good news for
